Answer
XVIII, XV, XII, IV, II, K♠. This is the shape to aim for: XVIII, XV and XII command the middle of the field, not the top, since Skus, XXI, XX and XIX never appeared among your eighteen cards and are provably sitting in the six opponents’ hands. Filled out with the low Taroks and the one forced King, the plan leans on the fat discards more than on unbeatable trump: every fat court card in the pile, three Queens, three Cavaliers, three Jacks, rides safely into your discard pile instead. Those discards still count to your total at the end; you have simply banked their pips for free instead of gambling them in play. Trading a real Tarok for a tempting Queen would only shrink your army to buy a card that was never going anywhere.
