Treat it as banked weight, not a weapon, and spend your five free slots on your five best Taroks. Swapping VII for II to chase a II Ultimo trades the bottom rung of a five-card ladder for a single second-to-last trick promise; against six opponents that ladder wins more tricks over a whole hand than a lone II Ultimo pays out, and the failed Ultimo costs the table on top of a weaker ladder.
