No. The XIX with four other Taroks in hand (the XIX needs at least three other Taroks) is a trump stop on the ladder, and as long as nobody has said “Dapp!” you may not pass while holding a trump stop. Say “Dapp!”: the twelve-card exchange then rebuilds the hand around your Taroks.
