Can P3 simply say "Four Kings" and leave it there?

No, not silently. The table assumes every announcer sits on the side of the last player who spoke, here the Declarer, unless the speaker marks themselves otherwise. Since P3 is actually against the Declarer, P3 must attach a kontra to something of the Declarer’s in the same breath: “Kontra the Trull, and Four Kings,” announcing a bonus and unmasking a side in one sentence.
